Two sailing vessels are approaching each other. Vessel A is on port tack, Vessel B is on starboard tack. Who gives way?

Short answer

Vessel A (port tack)

Under Rule 12, when two sailing vessels in sight of one another have wind on different sides and risk of collision exists, the port-tack vessel keeps out of the way. Vessel A should take early, substantial action and both vessels must continue monitoring the encounter.
