Lookout and Safe Speed
Rules of the road begin before a close-quarters situation. Keep a proper lookout by sight, hearing, and all available means, and choose a speed that leaves time and room to act.
Safe speed is not a fixed number. It depends on visibility, traffic, manoeuvrability, background lights, weather, sea state, hazards, and how quickly the boat can stop or turn.
- Lookout is continuous, not occasional.
- Safe speed changes with conditions.
- Early avoiding action is clearer and safer than late action.
- A stand-on vessel still has responsibilities.
